Any attempted, intentional, persistent and / or repetitive written, verbal, graphic, electronically transmitted, or physical act that a person or group of persons exhibits toward another person and the behavior both: a) causes mental or physical harm to the other person; AND b) is sufficiently severe that it creates an intimidating, threatening or abusive educational environment for the victim. Bullying often involves an imbalance of power between the bully and the bullied, and is typically repeated over time.
